The Union Budget for the year 2017-18 would be unique in many respects. This would be perhaps the first time that the Union Budget would be presented on 1st February. This would also be after a long time that the Railway Budget would be included in the budget proposals, and not presented separately earlier. Apart from being an annual statement of proposals for income and expenditure, it would also be possibly an enunciation of both long-term and short-term policies to revive the economy in the post-demonetisation period. The experts will give their considered opinion.

Prof. S L Rao
Prof S L Rao is a professional manager, who worked in multinational companies, taught management, was Director Genera lNCAER, first Chairman of CERC, founder Trustee of BIC, is Emeritus Distinguished Fellow at TERI, on boards of companies, and organizations in management education, heritage, and social service. He is a newspaper columnist, and has authored or edited 15 books on the economy, governance, management education, energy and negotiations.

Dr. M Govinda Rao
Dr. M. Govinda Rao is a former Member of the 14th Union Finance Commission. His past positions include Director, National Institute of Public Finance and Policy (2003-13), Director, Institute for Social and Economic Change, Bangalore (1998-2002), and Fellow, Research School of Pacific and Asian Studies, Australian National University, Canberra, Australia.

Dr. Rao has a number of advisory roles in India. He was a Member of the Economic Advisory Council to the Prime Minister (2004-2012), Member of Financial Sector Legislative Reforms Commission (FSLRC) (2011-13); Member, High Level Expert Committee on Universal Health Coverage (2011); Member, High Level Expert Committee on Efficient Management of Public Expenditure (2011-12); Member, Advisory Group of Eminent persons to advise the Finance Minister on G-20 matters (2011-12), Chairman, Expert Group on Taxation of Services (2001/02), Chairman, Expert Committee on VAT Compensation (2004), He has served as the Independent Director, NRPC, and REC as well as the Member of the Local Board of RBI for the Southern Region. He has 14 books and several articles on refereed international journals on macro-fiscal policy, tax policy, public expenditure policy and intergovernmental finance, His research interests include macro-fiscal policy, tax policy and reforms, public expenditure management, state and local finance, fiscal decentralization and federalism.

Prof. Charan Singh
Dr. Charan Singh is a RBI Chair Professor at the Indian Institute of Management, Bangalore, India. Earlier, he was a Senior Economist at the International Monetary Fund (IMF), Washington DC from August 2009 to November 2012.

Dr. Singh earned his doctorate in Economics from the University of New South Wales, Sydney, Australia and was a visiting scholar (post-doctorate) for more than a year each at Department of Economics, Harvard University and the Stanford Center for International Development, Stanford University. Earlier, he had studied from Jawaharlal Nehru University, New Delhi; Guru Nanak Dev University, Amritsar; and Delhi University.
He has worked extensively for more than two decades in Reserve Bank of India where he joined as a Research Officer in 1984. His extensive career in the Reserve Bank, where he worked from 1984 to 2009, included many assignments in operational and research departments. He was the Director of Research from 1997 to 2009 during which he worked for Internal Debt Management, Fiscal Policy, Banking Policy and Finance, and Financial markets. His current policy interests include international economics, monetary policy, fiscal policy and debt management.

Mr. Narayan Ramachandran
Narayan is father of two girls, husband of writer, social entrepreneur, columnist and emerging market investor. He worked on Wall Street (mostly at Morgan Stanley) for over 20 years, most recently as head of global emerging market investing and then country head of Morgan Stanley in India. He is also the Chairman of RBL Bank — India’s fastest growing Bank.

Narayan is cofounder and fellow at the Takshashila Institution. He writes a bi-weekly column called A Visible Hand for the Mint Newspaper.
